BO2 not launching. Tried everything.

Black Ops 2 on Plutonium is NOT working for me, and it hasn't worked anymore for months.
I've tried everything, nothing works.- No antivirus installed
- Files already checked on Steam and they are okay.
- Windows Defender disabled and already made exception for Plutonium and its folder
- Only BO2 isn't working. BO1, MW3 are working perfectly.
When I click on "play" the launcher closes, the console pops up, loads some things then just stays like this:
