a monitor program hs been found running in your system please unload it from memory and restart your program.

i keep getthing this error.
i have restarted pc twice logged out and even logged into safe mode there is nothing at all in as debuggers running only thing i would have running would be visual studio but was closed.
any help would be much appricated.
