To host a dedicated server you need to own the game on Steam
Owning it on another platform doesn't work

            Resxt Thanks for confirming.

I understand that the Steam version ran out of CD keys and anyone who tries to make an account after WaW ran out of them, cannot play any form of multiplayer.

So I guess the CD key version still talks back to the Activision Master server still, whereas Plutonium uses its own back-end?

If there is any more doco online on how this works, that would be great I am just more curious as to how the mechanism works.

Pluto has it's own servers and infrastructure, it doesn't rely on Activision's at all.

That's what I thought, I am just more interested in the validation process i.e. How does Plutonium validate against the Steam version to generate a server key? What stops Plutonium validating against a CD-key version?

                  Gemini:

Plutonium validates game ownership by linking a user's account to their Steam profile and verifying that the specific game title is present in their Steam library. This is achieved through two primary methods: users can authorize the connection via the Plutonium forum’s settings, or they can use the Plutonium launcher to sync with a running Steam client, which detects the installed game. The system explicitly does not support non-steam retail CD-key versions (such as those for Call of Duty 4 or World at War) because these keys are often excluded from Steam’s database or cannot be successfully redeemed on the platform, leaving no verifiable digital record for Plutonium to cross-reference.

                  Verification Process
Forum Method: Users must have a public Steam profile (including "Game details") and link their account via the Plutonium forum settings. The system then syncs to detect owned games.
Launcher Method: Users must have Steam running and logged in. The updated Plutonium launcher checks the active Steam session for game ownership and allows verification directly from the "Game Settings" menu.
Key Generation: Only after these checks confirm ownership can a user generate a server key. Without verification, users receive an error such as "Failed to create key: Your account has not verified ownership for this game."
