BO2 DLC

Just need help with the BO2 DLCS, i can play them fine on my other pc no issue, but when i play on a different pc it says not installed, ive not purchased the dlcs on steam. I have also installed Plutonium the same way on both and done the correct setup etc. Im just confused how its not working now.
