level progress not saving plutonium t4 (WaW)

title, i got to level 20 or so and i chose to play on a different server and it reset all my progress, im new to this, just downloaded and set it all up tonight, can anyone help out?

open console and digit:
use_localstatsand set 0 to 1. This makes the game uses a local profile stored on your files rather than using your profile from the plutonium servers, which is not reliable to save your progress._3rick could you give me a step by step on that? idk what console is, new to pc cod and all this stuff, sorry in advance

i even checked out the console in-game to see if i didn't wrote the command wrong
