BO2 Not running

I followed the steps and dowloaded everything, but when I try ad launch the game I get stuck on the bootstrapper. What do i do?

Stuck on bootstrapper as in a complete blank cmd window or something's written in it but the game won't start? If it's the first case, your antivirus is likely causing it. Add pluto to exclusions or disable your antivirus.
