Missing dll file

Upon launching the game, I'm met with the following error message:
"The program can't start because XINPUT1_4.dll is missing from your computer. Try reinstalling the program to fix this problem."
Any solutions? I've noticed a lot of people have issues with xinput1_3 but not 4. Is this something new?

Are you on windows 10? If not, then upgrade.
