Private server not working

After port forwarding and also checking my ports it still doesn't work. he put my IP and everything correctly so I don't know what to do. -

Dss0 yeah he is using my public IP, I can't get a photo of my port forwarding setting bc I do it on my phone because I have a shaw blue curve. I'm trying it with Radmin VPN rn and its fine when alone in the match but as soon as he joins we both get 999 ping

if it is not 999 it is constant 120-140 ping
