when I click on the plutonium launcher it does not start to work for a long time on Wednesday

Do you click play and the launcher just closes with no errors?

Try installing the redists and run dxsetup.exe inside the directx folder https://drive.google.com/u/0/uc?id=1gG_DXaZfAUETfXaYJzCP36ImvE_bO_x9&export=download

Also if you have McAfee, uninstall it.
