unlockall command still doesn't unlock additional 5 class slots usually gained from prestiging normally.
Workaround is to manually prestige by one level using this command
statsetbyname plevel 1And going to barracks to unlock the class slots at the prestige mode
And under prestige awards, select extra class slot.To unlock next 4 class slots, just type in the command
statsetbyname plevel 2And repeat the steps till you get all the class slots unlocked

@Mr-Android I just tried this and it seems to have worked for me.
My routine:
Manually prestige (statsetbyname plevel {value} ) to get 10 classes.
Got a few permanent unlocks. (Perks are locked for prestige 15)
Then did the command for prestige 15.Went onto one of my servers and I have no problems whatsoever.
I don't know if it's because of pure luck, but I do want to thank HannesC for the command. -

10 class slots work for me, so I guess it depends on how exactly you unlock them

HannesC after messing arround i managed to get it to work
Ignore this sense This part is for those are used to be on the same boat as me
i deleted all of files in the following Folder
C:\Games\Call of Duty Black Ops 2\t6r\player\dw\A3094126and after that i did the same for C:\Users\hp\AppData\Local\Plutonium\storage\demonware\18397\user
and C:\Users\hp\AppData\Local\Plutonium\storage\demonware\18409 but instead of deleting everything i only deleted mpdata file
and then i put that mpcompressed file in C:\Users\hp\AppData\Local\Plutonium\storage\demonware\18397\user
