Please help. Plutonium won't run after downloading.

After downloading the piry and opening it, I get the error "The code execution cannot proceed because XINPUT1_3.dll was not found. Reinstalling the program may fix this problem."
I've re-downloaded multiple times and tried disabling malware protection before downloading and still get the same error. Please help! Here's a picture of my folder and the error that pops up.
