cant join a server

whenever i click to join a server it loads the map for a second and then it says error downloading game settings

Might be a corrupted basegame issue or you're facing high packet loss. Did you try joining a server you have lowest ping on? Doesn't matter if its empty, try to join it and lmk if you can.
