Does not let me enter the servers

I have two problems one in which I cannot join the server telling me to disconnect from the black ops 2 servers and another one telling me Disconnected - Tomed out.
The second problem is when I go to a server it is very, very rare that it happens, it does not let me select a custom class and the others if they have their custom class.

Do the time out issues occur often? Or is it only with certain servers?

most of the time it doesn't matter what the server is

It could depend on where you're located and where the server is located or if there is anyone else on your network doing something network intensive.

There is no game setting to unlock everything?

You can open the console and type unlockall at the main menu.
