Was there a .new file created as well? Try running that as admin. If that doesn't work, delete both of the launchers, redownload it from http://cdn.plutonium.pw/updater/plutonium.exe and run it as admin.

Vpn will solve nothing since 99% of the servers kick players with vpn.
