How to enable sv_cheats in Offline Mode

Hey there, so I was trying to enable sv_cheats in a solo match so I can have some fun, (give myself all the weapons, god mode myself, noclip around the map n such) but I do not know how to enable them. Any help would be appreciated!

Getting fed up of having to scroll through the same posts each visit?
