Steam Must Be Running

everytime i try and start the game it just says steam must be running and wont open but my steam is open

Uh you're probably opening the wrong executable, make sure you're launching it from the plutonium launcher - http://cdn.plutonium.pw/updater/plutonium.exe . If you get any other error, please screenshot it.
Also Pluto has nothing to do with Steam, you can quit steam if you want.
