Even after disabling full screen optimizations, I still have low FPS/stuttering.

Yesterday, I was playing some BO2 plutonium and the game was running normal, as per usual. I had high settings even, and the game was running perfect as ever.
Then, for whatever reason, today, the game is stuttering like crazy. Its like I was playing on a cheap laptop. So, I read up on the FAQ to see if there was a fix. I followed the fix for disabling fullscreen optimizations, and it got worse in framerate. I tried lowering resolution, settings, and I even set the bootstrapper priority to 'High'.
If you need specs for my PC, here they are:
Lenovo Legion Y740 (gaming laptop)
i7-9750h
GTX 1660ti
16GB DDR4-2666
512gb NVME SSD
1TB HDDHopefully it isn't a big issue to fix.

@Sativial have you also tried the second solution in this post https://forum.plutonium.pw/topic/7154/low-fps-read-this ? You have dual gpus so the game could be using your intel hd graphics instead of the 1660ti.
