there is no 'language' option in-game. But in the tutorial to set up the game, it is insisted that download from steam must be in english, otherwise it won't work; but there are guys in yt that managed to put spanish spanish files, including spanish localization in localization.txt, and it worked, so i am wondering if downloading 7GB of french files would be a good idea for a friend.
P.S: The game crashed a million times ,before i got angry and put every file in appdata/local/plutonium/storage/iw5 and demonware in every folder of my game , and deleted steam_api and dll updater and wrapper...etc

That only applies to people not owning the game.
If you do own the game you can install it in any language.

i do not own the game on steam
it worked in french
i downloaded the dedicated server, including localization and language files.
