How to turn friendly fire penalties off?

I play with bots via cmd console because my internet is too bad to play with actual players. I've been playing Hardcore domination to level up faster and every time I use scorestreaks I get a penalty for killing my friendly bots. Is there any command to turn this off? It's extremely frustrating because when I'm using the dragonfire or the gunship and I get penalized the game glitches and I can't respawn for a while. And while I'm at it is there anyway to make custom ranked games with bots where you can set their loadouts and etc?

is playing a lot with bot, that ends up banning it.
