Why can't you? Elaborate? If its stuck at 0% stalled then try restarting your torrent client or deleting the torrent and re adding at.

Your ISP might be blocking torrents.
You could check the settings of your torrent client if encrypted connections are enabled. If that also does not work try using a VPN. -
