Bo2 40 fps cap and 1 fps on main title screen

I can run bo2 at max settings with my computer, I have a Ryzen 5 1600, 16gb RAM and an RX 580
this has happened before, a computer restart works usually but it's not now. it happens in both multiplayer and zombies.
I start the game up, the menu runs at a nice 60fps. Once I go into a game. my game caps at 40 fps. then when I get out of the game onto the menu again it literally drops to 0 fps. Has anyone had this problem and can tell me how to fix it?

the same problem happens with me, but i have a solution but its not a permanent,
When you are in-game, open console and type
/r_fullscreen 0
/vid_restartAfter that, your game should become windowed
type again/r_fullscreen 1
/vid_restartThen your problem will be solved, but once you close Bo2 and open it again, you have to do the same thing
