Capped Frame Rate

Hey, so i used to have plutonium running normally but suddenly the started to crash and i reset my stats and everything, so after i did that i noticed my frame rate was locked at 44-45 and not moving from that, i tried putting a certain frame rate in console and it wasnt working i tried tweaking with the settings and its not working, can i please get some help with this? Thank you.
