Shiver Yeah, I think it might be an issue on the latest update of Steam MW3 (which we are using). If thats the case, I will have to figure out what exactly is going wrong. Com_maxfps is also broken in this version of MW3.

idk if u were using the same version the 1st time ever u guys launched pluto mw3 but in the 1st release i had a shitty ass pc but i didnt have any issues with the fps ,so i hope u fix this issue

Shiver No, back in 2017 we used 1.9.461. Now we are using version 1.9.338110, which has been released in 2018/2019.

so how can we go about fixing this.. ive tried deleting and redownloading all drviers and ive updated my bios to the most recent, ive tried all settings in mw3 the only thing that seems to help is to turn on sync every frame and then it seems to smooth out a tiny bit but then there is a delay.

So some googling shows this is a base MW3 problem. So google may help you more than we can.
However this one looks proposing. (Have we tried checking our GPU control panel options?)

turn off motion blur, DOF, and distortion. Also, use borderless window.
Seen this posted a few times too.
Are you guys running dxtory, fraps or anything like that? Have you tried turning shadowplay or any other background stuff? Maybe try turning off the xbox game bar that comes with win 10?
Are you guys running the game from your HDD or your SSD?

i will try everything that you have reccomended and then get back to you but yes i have looked up a few different things about the correct settings to have with the gpu software(amd radeon software). i have an msi radeon rx580 with 8gbs ram on it and then i have a ryzen 5 1600 and i usually over clock my card a bit i also have 16 gbs of ram.

before everything, check by playing other mid/heavy games that are able to run on your pc before doing this,
because maybe i'm wrong if it was the client issue for amd/nvidia/intel users and if something goes wrong it's at your own risk by doing it !, and if it's really doing some freezing/stuttering issues,
try doing like what i said below :- for the safety, Create a windows Restore Point if one of the methods below fucked up your operating system
Software issues:

Sometimes your amd's adrenaline/ nvidia or intel's control panel software has wrong settings and you have to change and play on your settings until you find the perfect one .

And all the drivers should be up to date
also windows should be too up to date -

And it's best to play on OS that is installed on SSD
- and you can format your OS if possible !
Hardware issues:
Keep your bios up to date
Avoid Overclocking your gpu and cpu if possible
Check your cpu's/gpu's temperature, it should be below 90 ( for the cpu ) 85 ( for the gpu ) degress using Open Hardware Monitor Software :

i found out that the game was using 100 % of my cpu, my pc is trash but it can run tekno at high settings and i get around 80 fps no lag no shit, and i was getting around 70-80 fps lowest settings in pluto bo2 and my game wasnt laggy at all
