    You need to install the latest Visual C++ Redistributable.

        Do you have DirectX 9 and VC Redist 2008 installed as well? (Those 2 are needed by the game itself).

                  Xerxes had installed both and restarted pc and still receiving same error unfortunately...

                    The error means your missing a dll. Good chance your Windows install is busted. Also, you may know Windows 7 is end of life, please upgrade to Windows 10.

                      Might help to just run Windows Update and fetch whatever updates there might be.
