Paralyzer barley flying

When using the paralyzer in custom games the flying is only reduced to hovering, around max jump height and is unable to go over barriers or places like speed cola. Is this a known bug or intentional?

I know that the paralyzer is not able to fly at all on dedicated servers, but this is my first time hearing of any issues in custom games. Could you show a video of this in action by any chance?
