I had the same error message. For me it was because I was running the server on the same PC with the client and I had started the client first. My server had automatically switched to port 28961 and connecting via this port worked.
connect 127.0.0.1:28961 -

@Galaxy-collaps that's not your server console, that's the restarter. There should be another console window. Also have you tried what YaF3li said?

@Galaxy-collaps server doesn't seem to be running. Upload your server.cfg and your server start .bat (remove the server key before posting it here).
If you run server and game on the same pc you have to start the game first and server second that will also result in your server running on port 28961, not 28960.
Also the forum language is english.
