Looks like it is inside the code of the bootstrapper, you will have to wait until someone like RektInator takes a look at it.

This is related to your drivers (graphics card drivers). Check them and update them if needed

Actually I think I found out why; there's no steam_api.dll on the files, anti-virus prob swept it away.

NickDev no, pluto doesn't use steam_api.

NickDev Pluto deletes steam_api, that's why it's not there. Pluto will infact not work with it present.
