This error is caused because your GPU doesn't support DX11.

Ayresia many old pcs don't support above dx10 but i can still play mw3 with tekno launcher

So the issue is as followed. Our launcher which is required to launch Plutonium IW5 requires Direct x 11. Your IGPU (Intel(R) 4 Series Express) is a very old chipset so it doesn't support direct x 11. I have spoken to the developers and it is currently not a viable option to support your direct x version, therefore, you cannot play on Plutonium with your current hardware. Please keep in mind even direct x 11 is more than a decade old so supporting this in the year 2020 is difficult as it restricts what can be done.
A suggestion for you would be this, buy a very cheap direct x 11 or higher capable graphics card. This would both boost your fps but also fix your issue with our launcher.

For me my graphics card does for sure support direct x 11 because I have it installed but I am forced to launch plutonium using integrated graphics any fix pls?
