Plutonium World at War Mouse Screen Tearing

Hello I've noticed a problem with my particular installation of T4 Coop / ZM & T4 Multiplayer Plutonium. I already had the steam version of the game installed so I followed the tutorial for installation step by step Successfully...
However I ran into a problem after launching the game and playing a match. I noticed that I had Noticeable Screen Lag / Tearing I thought it was my ping but it wasn't.
After doing an experiment it only happened if i moved my mouse vertically or horizontally it was fine so long as i didn't move the view of my screen, I could move left, right, up, down and shoot without any problem.
I decided to go back and play on the original version of World at War to make an educated guess and found that the screen lag / tearing wasn't there. It only seemed to occur when I was playing the plutonium version of World at War, I've been looking for a fix but it is futile and I cant find a post related to T4 Plutonium Mouse Screen Tearing or anyone with a similar problems like mine.
