Fullscreen refresh rate issue

Is there any way to change the refresh rate in the game? not from Nvidia driver. like BO3 there is an option there to change the fullscreen refresh rate in-game
I bought a new monitor and the refresh rate is capped to 30hz since my GPU driver has no option to change the refresh rate I need to change it in-game or to play windowed and that will kill the competition with high input delay "r_displayRefresh" I read this while searching but it seemed to be for mw3 not for BO2 can anyone help its frustrating to play with 30hz 120fps
