Hello is there anyway of having a voice chat in plutonium bo2 it just doesn't feel the same without it. If not can anyone that knows how to create mods at a vc system into the game somehow as well?

Veofiy afaik there's no voice chat planned for BO2. You could use Discord instead. If you're playing on a server that has their own Discord server you could check if they don't have voice channels there and ask people to join or if there's none you could ask people to join a voice channel on Plutonium's Discord server
