Game feels "off" - & Joining Friends issue

Just as the title says, the game feels off... Mostly the movement & hitreg it feels like. I played mw3 for almost 7 years straight on console, so I don't know if it was just different on pc or what. Is there any way it can be fixed?

For the joining friends issue, Sometimes I can join friends... sometimes I cant. Even if we just sit there for 5 extra minutes and do nothing then it sometimes lets me join them suddenly. We both have UPnP enabled and firewall permissions, so idk whats causing the issue. (we can join each other fine on any other pc/console game)

(also, constant uav in private match doesn't work, I'm sure devs are aware of this though)
