MENU_CONTENT_NOT_AVAILABLE when launching the game

im using my steam copy. downloaded the proper files and launcher and did everything step by step perfectly. still get MENU_CONTENT_NOT_AVAIVABLE when trying to launch mw3. ive tried disabling what little anti virus i have and tried redoing the files and still does this

Tried verifying integrity of files? Also does that error pop up on launch or when you're trying to connect to certain servers? If it's the latter, you're missing the DLCs https://dss0.cc/alterwarez/download/iw5m_dlcs.torrent

Might be using a different language? I get that error if I try Japanese
