All, given you have complete clean game files (please confirm this by verifying files via steam)
Then this is caused by some software running on your machine clashing with Pluto. SONAR RADAR, SONAR STUDIO, NAHIMIC, GAMERSFIRST IV, Advanced Systemcare Ultimate, and PREMIER OPINION and any other voice related / antivirus software are some of the programs that cause issue, uninstall them if you have them. -

Okay guys I just deleted the plutonium.exe and redownloaded it. Now the Game starts again. I'll give it a few minutes hopefully it won't crash again...
