zzzs try installing directx from the redist folder in your game folder, also try updating your graphics drivers.

zzzs you got a trash Direct X install from a crack or something similar. Uninstall Direct X and install it properly from Microsoft website. We can't really help with this it's a Windows issue that was caused by you

@lResxt idk either but that is in the localization.txt that comes with the game files.. i have absolutely no idea how that got in there, i thought i used clean steam files back then but it appears i fucked up as usual.
zzzs what are your pc specs? Are you using a laptop with dual gpus?

Intel i5-9300H NVIDIA GTX 1650 4GB 15.6" FHD 8GB 512GB SSD, I'm not sure if my laptop is using duals tbh, I'll search it up

It is, your CPU has a iGPU and you do have a dedicated GPU.
