Weird input delay. Not lag but aiming feels off.

So basically what I mean is that there is some sort of deadzone issue on the game, and it may just be my PC but I have tried 4 different controllers and softwares on the game and all give me the same issue. It feels like I am moving my stick, and the input is sort of delayed / the deadzone is off.
The closest I can say is moving my right stick to aim and going fully extent to the right to do a full motion and it taking a slight bit to move that way. Does anyone experience this? if so how did you fix it?
