You have your windows resolution set incorrectly. Please adjust it to your max resolution.

Rcxz I had the same problem too and I had a fully updated Rtx 2070. The way I fixed it was to change it to windowed mode and apply, then change the resolution to 1080 if not already done, then change it back to fullscreen
