My cousin loves bo2 and he uses Iron Cross and Swastika as an emblem on pluto, can he get banned for that?

Com. Pepperoni Plutonium only bans cheaters but some servers could ban them from their server for this if they want to, yes. It's not as if he could complain about being banned for this anyways if he's honest with it
