Pro perks always active despite being locked

To explain what I'm talking about, here's a demonstration.
I do not have any pro perks unlocked in this demonstration, as seen here:
However, when spawning in, all pro perks are in effect. Even the HUD says so:
Is there something I'm missing?
If someone could point me in the right direction, I'd appreciate it a lot.
