DLC (BO2) qBittorrent *STALLED* how do i fix?

I installed plutonium and have it running through my steam owned BO2. I want to install the DLC maps, but have a 0% download on qBittorrent (STATUS: Stalled). What should I do? Is there an easier way to get the DLC maps?

Billcams Stalled means your ISP is blocking torrents.
Either buy the DLC on Steam or use a paid VPN that supports torrenting.
