That means the server owner is running IW4MAdmin and has chosen to not allow VPN's on their server. You need to pick a server that isn't running IW4Admin. Or don't use cloud gaming. Those are the 2 choices. I guess if you find a server you really like, you could try to message the server owner and ask them to whitelist you.
