My Pc meets the requirements of plutonium and bo2 I don't know what to do!

Well for starters delete the random d3d9.dll you downloaded, never do that. Specify your PC specs. Launch cmd as admin and type this:
dism /online /cleanup-image /restorehealth. Once its done, restart your PC and try launching the game again.Lastly, do you often pirate other games from shitty repackers like nosteam/skidrow etc? They might've modified your system files which is now causing this error.

i only pirated one game from nosteam that was vice city but before i pirated it, that error was still happening also sorry for being late
