Bootstrapper is stuck on Handling hello request...

When I hit play on BO2, the Bootstrapper stops at Handling hello request -
- close any software that has an overlay and is running in the background (msi afterburner, rivatuner, ...)
- exclude the bootstrapper from scanning in your av software: https://plutonium.pw/docs/antivirus/
- if you have an avermedia capture card or vr headset try unplugging it (in avermedia's case uninstalling the drivers may also be required)
