How to create maps

I was looking for mod tools or something similar to make custom maps for bo2 but i didn't find anything. How existing custom maps are made? No need to make from scratch, editing existing maps would be enough

Kabakgamers The custom survival maps for BO2 are all inside other BO2 maps (i.e Nacht being on Transit in the corn ect)
