that depends on how you wanna load the mod menu, if you wanna use an injector you have to switch to lan mode in the launcher otherwise you'll be banned.

CartelRecords I post mod menus for all games but I never found a mod menu without an injector so not on Plutonium.
You can search on the internet and try with injectors but since they are exe files use at your own risk.
Also as said above if you use any software on Plutonium then go in LAN mode -
