Show us a screenshot please. Do you use any other AV other than Windows Defender?
Go to Windows Security and then Virus & Threats protection and then click Manage providers on the right hand side, show us a screenshot of that page.
This is normally caused by some anti-virus deleting the files or stopping the download.
