Stutters when getting shot

I've been getting pretty bad stutters whenever I get shot, die, or sometimes when I shoot. My friends all have this problem but some in servers I'm in claim they do not. I've never had this problem playing BO through steam, so i can only imagine it's pluto? It's at an amazing state where it is already. But does anyone know if that's being worked on for a fix because me and my friends really want to play but just can't deal with the stutters along with every server being groundwar and getting shot at by multiple people every time making it stutter crazy.
