Takes a lot of shots to kill a player

So I was playing multiplayer today and I noticed something strange
Its my first time playing bo1 so I have a question
Is it normal to use 2 famas magazines to kill a player??
Or 8 skate out shots??
It takes a lot of ammo to get a kill its so hard
Knowing that the opponent uses much less ammo and kills me and I'm sure 100% that I didn't miss
Note: this problem happens with every weapon except snipers -
