"UPnP does not work."

Hi,
I'm trying to setup just a game to host with friends. When I forward my ports, it automatically bumps up the port it is using in Plutonium by 1 until eventually I get a message reading, "UPnP does not work. It is either disabled on your router or your network is not marked as Private in your Windows settings."
- I have restarted my computer and network more than once.
- I have UPnP enabled on my router and enabled network discovery in Windows settings.
- I have my network to private in Local Security Policy
- The ports I am forwarding are either UDP or TCP/UDP and include 4967-4977 & 28960-28969.
Any help is appreciated.

we do not use upnp join through regular waw friend list
