Private/Listen Ranked Servers

Is there a way for me to host a custom game but with progression? I don't want to set up a dedicated server if possible so I'm hoping I can make a ranked server fairly easily, I've tried just loading a map (via console) but it just throws a memory error at me for some reason, are there ways of hosting listen servers (or custom games esque servers, if you would) but not have stuff unlocked automatically and having progression/ranked enabled?

Jarthuzad no, t6 has no listen server functionality.
